Water Harp bug ruins the game

I am currently sitting at the water harp section of the game and cannot continue. I have done everything necessary to do the puzzle but the lever required to start the machine does not work, does not let me pull it, and now i cant continue the game anymore. Has no one else experienced this issue before and found a way to fix it?

have you unlocked the water wheel later in level so it will play?

Yeah im with this guy. The way to activating the water wheel is on a separate elevation so the map won't quite show you its accessible unless you got close. Look around, find the stairs, climb said stairs, continue area for like another couple hours if you take your time, boom water wheel activation.

Even when the wheel isn't active you're still able to pull the lever, it just won't engage the gears. OP said they can't even pull the lever.

I was stuck because I couldn't find what to do next without activating the wheel, but I fully acknowledge it was ME who couldn't find it, I rerolled my campaign and just started over in Losomn which worked out better for me as I wanted the bow! :)
