Fixed: LowLevelFatalError Could not decompress shader (GetShaderCompressionFormat=Oodle)
Win 11 Intel 13th gen RTX 4090
TLDR: Enable Windows 8 compatibility mode on Remnant2.exe
Mine is here: C:\Program Files (x86)\Steam\steamapps\common\Remnant2\

I was getting this error on startup and basically any loading screen to a new area if I was able to get further into the game:
LowLevelFatalError [File:C:\Unreal_TC\Engine\Source\Runtime\RenderCore\Private\ShaderCodeArchive.cpp] [Line: 354] ShaderCodeArchive::DecompressShader(): Could not decompress shader (GetShaderCompressionFormat=Oodle)

For those who may find this and have the similar error:
DXGI_ERROR_DEVICE_REMOVED with Reason: DXGI_ERROR_DEVICE_HUNG
TLDR: Change these registry keys to 60 (int)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\
TdrDelay = 60
TdrDdiDelay = 60

This is not a Fix for the DecompressShader crash. But I'm glad it has worked out for you, at least.
Win 8 compatibility mode was the first thing i tried yesterday. The crashing is less frequent, but it still crashes every time if the game loads into a new area.

Win11 - i913900K - 4090.... so pretty much the same specs as you.

WORKED FOR ME:
1. Set .exe file "run as administrator"
2. run windows 8 compatibility.

Be careful with Admin rights, it could lead to your progression being lost.

This is a work around at best, the game hasn't crashed for me since making these changes but it still has frame drops and isn't running very well. To me it looks like shader compilation stutter but generally it's during anything new on screen (new enemy, new area, entering combat). The devs need to properly patch this as it was entirely unplayable until I found this fix.

That sucks! At least there is a pinned thread now from the devs about these issues. Their comment is to set compat mode just to setup the game and then turn it off, but mine will just crash on startup without leaving it on. What a crap PC launch AGAIN,

The regedit fixed the issue for me. While it can lead to system wide crashes if the video driver hang for excesive time, usually 60 is a safe value.
If someone is having a system wide crash because of these edits, they must also be having system wide stability issues, possibly ram or CPU not being stable.

For anyone still encountering this issue (which I was with 13900k and 4090), the steps that I used to fix it were as follows:
1. Windows 8 Compat mode
2. Run as admin
3. Disable hyperthreading with Process Lasso
4. Download Intel Extreme Tuning (and enable UVP in BIOS) and change Performance Core Ratio from 55x -> 52x

Only after step 4 was I actually ever able to consistently load into the game and play without crashes. Maybe step 4 was the only necessary change, but I'm too tired to go back and disable the previous steps to see if they were unnecessary, so do with that what you will.

Still can't get past the character creation. Too bad I can not refund this fiasco of a game. Sigh

having this problem since yesterday..played the game without any problems till now. cant fix it :(

Reducing the P-core ratio to 54 or lower as mentioned in the pinned thread from the devs did fix this issue for most. Many motherboards ship with 'multicore enhancement' or similar out of the box overclocks enabled. While stable with many things- R2 has now become the first thing I launch to test an overclock due to their engine being sensitive to overclocking.

You guys ever thought about disabling the upscaling? Windows 8 didn't support it. Simply disabling the upscaling and running in windows 8 compatibility has solved ALL issues for me.

I have the same specs and this seem to have worked for me. Zero crashes since.
