Been having the same issue with Automation: The Car Company Tycoon Game. How do I do this compatibility setting thing? PC noob asking here.
Right-click the executable file and click Properties in the Context Menu.
In the Properties window, click the Compatibility tab.
Check the Run this program in compatibility mode and select Windows 7 in this case.
Click the OK button to save these settings.

We have identified an issue on some Intel 13th generation CPU’s where upon startup the game will display a message about being out of video memory or the crash reporter will pop up referencing an issue with decompressing a shader. If you experience this problem, you will likely also see it in other DX12 games.
If your CPU is overclocked, try setting it back to the defaults. If you’re not overclocked or that doesn’t work, try installing Intel Extreme Tuning Utility:
https://www.intel.com/content/www/us/en/download/17881/intel-extreme-tuning-utility-intel-xtu.html and lowering your “Performance Core Ratio” from 55x to 54x.

they included this in their patch notes in october. I have a 13700 and had to lower the multiplier to 51 to get the game to work. Still unsure if its a problem with dx12 or my cpu. Sadly I had trouble in many unreal engine 5 / DX12 games. But this seems to fix it also for games where the compatibilty mode workaround dosen't work. The issue seems to be not uncommen and always appears in coherence with intel 13000 14000 cpu's.
This worked for me for a completely different game, ARK Survival Ascended if anyone is curious, I have a I914900k and an RTX 4090 and couldnt ever run the game once, with this I can run it without any issues so far its crazy

I'm using Windowed Fullscreen mode while I'm playing the game.
After several attempts I managed to get into the game menu with the message still on my screen (many times the game would crash into the desktop before the main menu, other times would not even launch and other times would throw me into the desktop with the UE5 bug report)
Once I managed to go into the game menu I switched to Fullscreen and then I exited the game and relaunched it.
I got no error message after that change so I again putted back the Windowed Fullscreen mode and it was message free and the game runs just fine as it was before.
I'm not sure what triggered it to begin with and I'm not sure why what I did fixed my issue but that was what fixed it for me.
