I thought it was bugged as well, but I just ran all along the edges of the eon vault until I found it. It was really well hidden, its in the over world not actually in a dungeon.

It was an underground area, you enter an airlock then go down an elevator, there will be a corridor leading you to the quest objective.

It might be different for each player, as the worlds seem to be randomly created, but for me I had to pass "The Hatchery" finish the boss and get out of that "dungeon" behind the boss. Then you have a whole big new area with several dungeons. In that world there is like an underground pyramid. It is not a dungeon, but you go underground, use an elevator and through an airlock. In there it is.
Also beware: On top of that underground structure, outside, there is a Simulacrum!

I had to re roll my campaign as mine bugged out, despite picking it up I couldn't progress . Got a new objective and now I can progress

Guys it took long time to find the soul sparks so rate comment and like if possible give reward xD so players know this is where you find the sparks.

I haven't even been able to find the Astropath's Respite. My N'erud is nothing but dead ends

and for your information you can find 2 elevators with one something "core" with zombies when you run in and the other one is "souls" no enemies before you pick this up.

it took me a long time, but eventually I found it in some dungeon or after an elevator
