Infinite/Endless Mod Power

I'm getting a lot of those while entering online games, seems to be affecting only one user at a time, sometimes even happened to me... Is there an item that enables them, are those players cheating or is it just a rather unfortunate bug?

Faerie Needles are fairly cheap and give passive mod power regen, I stock up on them.

You can build in a way way you have your mod up before its current use expires haha, dps builds usually would have this probably alongside items/consumables to keep up mods/dps as much as possible.

Spent 30 mins making a build that does exactly this, while also recharging the mod of Nightfall. Keeps up a steady 2000dps including reloads etc.

I'll see if I can record and toss it here. I had it happen to myself during one of those matches and it wasn't a 'quick generation', it was literal infinite mod power... I have to say, it felt good just using Helix Mod nonstop to clear one area before I realised something was very wrong.
