Report a translation problem
There is a timer for each blood moon, so best bet is to start a new story mode that starts with the forest area, and complete the forest. Hopefully you get 1 blood moon then. Then, do the labrynth and a bit of the next zone, and return to the forest to check for another blood moon. This worked for me.
Just keep doing that and eventually you will get lucky and it will be a blood moon with wisps. Note, there is a time limit as Jeff mentioned. Once that time limit is expired you can rest at a check point, the blood moon will stay, but no new wisps will appear.
When that happens you get to start the whole teleport out and back reset process all over until you see a new blood moon.
