Lemark District Clock Puzzle is glitched

as the name suggests. i have a screen shot of the clock tower, the time it is on.
i put the time into the clock at Lemark District and nothing is happening, i have attempted multiple different suggested times from others and none work. Am I missing something extra or is my puzzle just broken.

The answer to the puzzle is in the same room as the clock, when you first walk in there should be a large clock and to the left a clock is hanging next to it, the answer is on that clock.

I've completed this quest 3 times. The first time I had to figure it all out by myself. The second and third time I was just being lazy and didn't even care to check so I just set it to what worked for me the first time and it worked both the second and the third time, no issues. I just assumed by then that the solution/time to this puzzle is always the same but maybe I'm wrong.

Spoiler -> Try this: Set the time to 20 past 11 and don't forget to hit use/confirm. If it doesn't work then go back to the big clock tower checkpoint and check what the time is, it should be the solution to the puzzle (this is all from my personal experience.)
