you are barely playing with minimum specs, or atleast i think so, i dont know the intel equivalent to amd.
5800x is a good CPU, around i7 11700k. 12th Gen is faster but not by tons. Well above recommended.
1070 is aging though, technically above min requirement but below recommended. Should be okayish with FSR Performance or XeSS Performance and low Shadows.
It would also be interesting to know whether you are using an SSD or HDD. Even if it's not in the specs, it can also cause the game to stutter or have frame drops in connection with the RAM.
16GB 3200Mhz has been fine for me, I get zero stutter or FPS drops, but I have 3400MB/s M.2 for storage. I don't think RAM is a huge issue for this game.
But if OP is leaving Google with 200 tabs open then yea there could be an issue, however I've never seen the game use more than 4-5GB at 1080p High DLSS Quality.
Turned off volumetric fog and ward 13 looks much cleaner and less foggy.
Heck I betcha if I go to N'erud the fog wall around the whole place won't exist and I can see beyond the barrier.
PC's are supposed to be gpu bottlencked. Maybe not that bottlenecked but you definitley don't want the opposite. And trying to perfectly balance the gpu and cpu is futile.
A 2070 isn't a big enough jum p to be worthwhile. It's only marginally faster and it he woudl still be stuck with 8gb vram.
Am playing on 1980x1080 with all Setting is low and with DLSS upscaling
well the perfomance is not that great even i try with image up scaling from Geforce experience . it still have alot of shattering fps
1.) I had forgotten to update my Graphics Driver until like 50 hours in. Strongly recommend giving it a check, as apparently halfway through last month, Nvidia released new driver patches.
2.) Before you play, do a fresh restart of your computer, then ONLY run Steam, and possibly Discord, but not any of your Browsers. I don't have any background files running, but somehow this drastically improved FPS for me.
You could also do a virus scan, or see if your Anti-virus is interfering with Remnant 2 in some way. Maybe check your Task Manager to see if your computer is running anything you don't want. Sometimes Windows runs crappy update software without your permission, and hijacks 90% of your computer use.
