[N'Erud] 2 Missing Data Keys Underneath The Custodian but no Terminus Station/Decorum Cipher

I've read multiple times that if you check the area underneath the custodian and it shows to missing keys, then it means that both the Memory Core II AND Decorum Cipher are available in the roll.

However, I've gone through all the locations and there's really no Terminus Station available. I have N'Erud on both my campaign and adventure mode right now and I've counted the locations on the map, both tally so I'm pretty sure I'm not missing it somewhere.

Does this mean it's possible for the game to show 2 missing keys but still spawn only one? That, or is there an undiscovered way of getting Decorum Cipher apart from Terminus Station?

I believe so, you can only get decorum cipher from the end of Terminus Station. The core booster is always the same though, so it will always have two doors AFAIK but finding both keys is not a guarantee. I was lucky enough to find both on my first campaign roll of N'erud. If I recall the Terminus Station was parked along the outside of the map along the puke fog boundary so it's possible you missed it if you didn't explore the entire edge.
