I think it's calculated using your overall highest level in the category - you can't just equip the new staff and have PL go down.
I mean....all archetype level does is unlock new skills, it does not boost any of your stats.
As long as you have your leveled weapons you will be fine and you will get to level 5 on any new archetype in no time and have all perks available. so no real need to reset anything.
Currently, I have my main build with two 10lvl archetypes and three max level weapons - power level 20. Nothing I can do can lower my power level, period.
If I ever wanted to replay the campaign with this character, but with other weapons and rings (and maybe traits) - my only option would be to equip lvl 1 weapons and go into lvl 21 zones, hoping to find enough scrap and materials quickly to upgrade my new weapons to be on par with the difficulty. Which is, eh, not exactly a smooth experience.
My desired option is to flush all my upgrades to lvl 1 (for weapons, traits, archetypes, relic charges etc.) but keep the option to play the campaign again _while having access to the unlocked eqipment_. Since everything in this game scales to my PL, I don't think it's a problem if I go to Losomn and introduce those Victorian-era lunatics to the business end of the Alpha/Omega at level 1.

There aren't a lot of games that allow you to do that.
Or simply "stash away" your archetypes & weapons to lower your power level.

It's really an issue when you want to try new stuff.
The power level & scaling system has good and bad aspects.
Not being able to try out new gears without leveling them up is really annoying.
thankfuly we now have an area to try out weapons & mods/skills.
I think a stash locker at ward 13 that effectively removes the gun from your inventory temporarily would be the best course , as it is its either no fun to try PL 20 with 2 x lvl 1 archeotypes and 3 lvl 1 weapons , or roll a new game which just makes me not want to play tbh.
It's not ideal though since you don't get all the unlocks from your other characters...
