have you finished the entire story up to the root-world? because you have to do that in order to get mudtooth to give you the cylinder (Unless you pre-ordered, then you should already have it.)
Also the Blood Moon Event has a giant moon with the sun that emits red light behind it in the sky.
"Root Wisps can spawn anywhere open on Yaesha but needs a blood moon to spawn. Change zones via going in Yesha until the sky is red, and it doesn't have to be at the far woods."
The sky is never white in Yaesha. Like at all.
I don't know what tutorial you are talking about. There is no blood moon tutorial. The game doesn't teach you the blood moon mechanics directly.
Each world typically comes with 2 open areas that are sub divided into 2~3 stones depending on which seed you ended up rolling. Blood moon can happen in both areas, not just the one with the altar in it. If you're absolutely uncertain and can't figure out how to identify a bloodmoon for whatever reason, you can try entering the Forbidden grove from where the labyrinth entrance is, cause the NPC covered in rot sitting there will comment on the blood moon if it's present.
