What does Stagger do?
War Stomp states:

"Creates a high impact tremor that deals 150 damage and additional stagger in a forward cone up to 7.5m. Deals damage in all directions at point blank range. "

When it says it does "additional stagger" what does that mean? Enemies will have a debuff after being hit by War Stomp. What is that debuff and what does it do to enemies?

stagger is like a momentary stun state.

In Co-Op it is very useful when a player gets grabbed by Bosses/Elites by their 1 hit kill animations. Other players can use the stagger skills/weapons to cancel such animations and save their Co-Op partners.

There's the initial AoE stagger then the frontal cone does additional, as in an addition to the AoE. So if someone is right in front of you they get a double dipping of stagger.

every attack move has a Stagger Value. Enemies will stagger when the Stagger value hit the threshold.
this is mostly use to cc elite mobs, interrupt their casting like Arrow rain or Charge

In this genre in general it's just when you do a certain threshold of damage in a short period of time and it causes them to do an animation that gives you free time to attack, interrupting whatever they were doing.

The bar is hidden but it's kind of like their stamina in a way, if it runs out they can't move for a couple seconds. If you stop damaging them for a second it starts to recharge.

Anyone know what's the debuff that enemies get then? It's a black/white debuff with the same icon as the "Intimidating Prescence" perk I think:
