Question: quest bug (Timeless Horizon zone)?

Running around, cleared the whole zone. I'm looking for those pods or caskets or whatever they are. I kick 'em, and they beep. Only there are two I can't kick.

Did I previously activate these, so they can't be activated again, and the game tracks that? Or is this a bug?
