I get 30 fps on high settings, around 40~50 on lowest.
I have to use DLSS on lowest to even get near 100 fps, extremely poorly optimized game.

Hopefully frames are more stable for you too. As mentioned try out the Xess Quality upscaler and set your Shadow quality to Medium.
