AMD performance issues
Currently Running an RX 6600 / R7 3700x, getting 90% GPU usage and 2% CPU usage, inconsistent frames, performance, and stutters. anyone have any fixes or ideas?

Run at 1080p medium, with low shadows. Put Xess on balanced/quality.
If you have problems, blame the developers for unoptimized unreal 5 game

2%? That's REALLY low. Do any other games act like this for you?

Try setting your Power Plan to Ryzen Balanced and update chipset drivers, see if any improvement.

Opened up ESO quick, CPU shot to 12% on startup and is using 2-5 percent just idle in town. not sure if thats normal, power plan says balance im sure its all default i never really touch power

Opened up ESO quick, CPU shot to 12% on startup and is using 2-5 percent just idle in town. not sure if thats normal, power plan says balance im sure its all default i never really touch power

Can you install Cinebench R20, see what score you get and also monitor CPU usage during a stress test? It only takes a minute for the test to complete.

RX 6800XT/R7 5800X here, runs great, wouldn't pin it on AMD

Ryzen 5600X and RTX 3070
I get 30 fps on high settings, around 40~50 on lowest.

I have to use DLSS on lowest to even get near 100 fps, extremely poorly optimized game.

how are you getting metrics? I know for me after just upgrading to ryzen 7900x Adrenalin is not showing correct cpu usgae unlike RTSS/Afterburner and HWINFO witch do. I mean amds will say 0-3% while its really 20-40%... I also had similar issue with performance tho but after a FRESH driver install (and unfortunately I installed Reshade at the same time so not sure if that helped it in way, dont see why it would lol) it was all good. Also after a fresh driver install(or you can try and just clear your shader cache) when you start the game let it sit on the main menu for a minute before starting wont hurt either. Also if it was the latest drivers you updated to(being a 6600 you really didn't need to) make sure you use Amds Utility cleanup tool or ddu before installing, at least I think that is what I did wrong and it caused issues. Maybe I totally wrong and way off but thought Id mention it. Been playing at 4096x2160 Ultra settings besides shadows and effects, using XessUQ(I think they did a hot patch or something touching Intel arc issues and maybe xess because its looking a lot better then fsr today, witch was not the case on the 25/26th when I first tried it) and I have had no crashes or stuttering getting 70-110fps. 7900x/7900xt/32gb/m.2

Updated my amd drives, adrenaline and cpu and seems to run slightlty better, using windows tracker now shows 30% CPU usage

Hopefully frames are more stable for you too. As mentioned try out the Xess Quality upscaler and set your Shadow quality to Medium.
