Nebula and Hellfire are emitters of particles that flies much slower and have a shorter range, even if you raise it, their animation keeps to the same range hence shows that it's based on animation as you are spawning flame/gas entities not a actual projectile... Think of the entities spawned being like a actual 'damaging' character.
I'd say that the devs never intended to fully implement all the modifiers to literally be changable with mods and mutators... That or they failed to consider that players might want to slap a range extender to a build that uses shorter range weapons.
