Best armor is whatever combination of pieces you want to use to reach the perfect weight numbers which are 25, 50 & 75. By reaching these sweetspots you get the highest armor rating possible without jumping into the next stamina/roll penalty tier.
So the Leto 1 and the 2 are nice for reaching that 75 sweetspot.
if you're alright with using a ring slot up, then you might as well use the armour

I'm fine with the fat roll since I've gotten used to it. As long as I can hit 75 with it I might use it but otherwise I'll just stick with my starting armor until something better shows up.
Leto 1 is honestly the best for that 75 weight sweetspot, it has amazing resistances while only being like 4 armor value less than the mk2.
I personally use the Leto 1 chest & legs with whatever other pieces to reach 75.
It gives around 64% dmg reduction with engineer trait, combined with a few bulwark stacks from items it´s pretty nice

It's pretty easy to get on N'erub, just finish the navigator sanctum area admittedly it won't always spawn but still.
It also gives you bonus health and stamina so it's a solid all arounder, and I have been using it consistently throughout the game with rarely an exception.
I love how they keep putting secrets like this in. I got a good chuckle out of waiting 90 minutes for the grenade launcher.
