It does not create stasis, just a instant slowness while the target is being hit.
Basically big bosses has extremely high resistances to the point where any debuff like Slow or Stasis hits them, it activates but lasts for a micro-second.
Other 'stasis' causing effect in your arsenal is undone if the target is damaged, but Stasis Beam actually keeps the target in stasis the whole time no matter how much damage is done, even if you kill the target during the period your beam is hitting it, his corpse will freeze midair.
You can absolutely use it in co-op to make every single elite and red elite encounter a cakewalk.
Besides you can't technically refill mod power while using the mod unless you are in 100% sync with your co-op partners to pass along the beam's effect one by one lol, 30 charges disappears in 3-4 seconds. You don't technically need to hold down the trigger on the beam charges though, each charge inflicts slow for maybe 1-2 seconds, so hit them once every second until the stasis kicks in as you prevent the slow from dissipating.

I mean....they walked into it xD Though it sucks that if you hit a mob with it or a elite, the tornado will mvoe with the elite xD Funny deaths that way xD
