Mutator - level 10?

What does this mean? Mutators hint that a secondary effect would unlock at level 10, level 10 what? My archetype is level 10, my power level is 11, my weapon is +10, it's still greyed out.

Can we delete our mutator to buy it again? Or downgrande it from lvl 10 to 9 for example?

I updgraded my mutators with the goat man to level 10 and they still dont work.

Mutators have 2 effects. The basic one and one that unlocks once you upgrade the mutator itself to +10. Upgrading will increase bonuses from the basic effect aswel.
Some mutators do not function with some weapons so make sure you pair them good.

Did you equip it in a weapon? What mutator are you talking about specifically?

You can downgrade them but I think it lowers them back to level one and refunds a bunch of the materials
