My game was saying this too. I updated my gpu drivers through GeForce Experience and now the game works for me.

Remnant II does not ship with DirectX 11 RHI whatsoever.
Meaning the flag will not be able to force it.

I updated my GPU drivers with GeForce Experience, but it does not help.
My OS version could use an update but that would require reinstalling Windows, and I do not want to do it, since any other game runs just fine. Except for this one - what a shame.

P.S. dxdiag confirms that my system supports DX12.

Yes same here, I refunded as well because of this error making the game completely unplayable for me. I tried all the listed fixes, even in the latest official post, and nothing worked. I was also running the absolute latest version of win 10 22h2, and did all steps/updates tried 2 different driver versions, had directx12 core dll file, and also tried all the command line switches and compatibility modes. Also other Directx12 games like Elex 2 run fine on my system, and my system shows Directx12 installed correctly.

The issue was not resolved for everyone. There were still multiple people including myself that tried all the fixes including everything in that linked post, and still posted after that post was made that they tried those things and that they still had the error and the game would not run for them. Some people got the game working, but others still had the error and some of us refunded over this. I waited some days to see if a patch would come but there was no word that a game patch was coming for this specific issue so that is why I refunded. Best of luck to everyone else.

Looks like the Install did not trigger the directx redistributable for dx12. Normally it will be installed or checked before you first launched the game.
