How do I get mud tooth elixir?

I have exhausted is dialogue on two separate characters, and he will not sell it, or the gunslinger charm to me

Am I missing something?

I believe after progressing your story, if you aren't far in, he should eventually sell stuff. I never checked his store til after I finished the story so idk the actual progression needed. That or all you gotta do is progress his dialogue leave the Ward and come back.

I’ve beaten the game already, and he still does not sell it.

Consumables which you acquire show up in their respective vendor's store permanently. Mudtooth is supposed to have most of the concoctions in his inventory to start, but mudtooth is excluded from the list.

I beat the game before the Survivor pack bug was fixed, and no mudtooth elixirs showed up until AFTER it dropped in my inventory.

This means we have a couple hypotheses:

1. It's bugged and acquiring it in the survivor pack is the only way to unlock it for Mudtooth's shop

2. It only drops on nightmare+ or postgame adventure

3. It's not on all common chest drops. Some chests are 'rare' and almost always pull at least 1 concoction. It could only drop on high power levels or postgame and only from these rare, and random spots.

We'll need more people's stories to know what it is

I think the items on sell are bugged, all of them. I had an item in my inventory that cured Rot, then I runned out of it and Norah don't sell me any of them anymore, the same for some concoctions. Looks like if you don't have those itmes you find in the world in you invetory at all times, merchants just forget them. I have one unit of Elixir with me, I know if I use it or sell it then Mudtooth is going to stop selling it.

I still don't have it after beating the game, on my second reroll now, on Nightmare, even after survival pack dropped.
