2 xp elixirs - I believe they lasted 2hrs each in the first one.
3 ammo cans - just starting out, they were nice in conjunction with naturally looting the cans; I never completely ran out. There were times I was down to 1 can; so I would have been caught by the short hairs without it.
With the Deluxe, I guess the 3 armor sets will be looted anyways.
Deluxe: game + 3 armor sets from Remnant 1.
Ultimate: game + same 3 armor sets + survival pack + 3 days early access + 3 future DLCs.
I'm guessing the armor "sets" will just be skins like Remnant 1's preorder bonus. If they aren't just cosmetic you'll probably be able to find armor with a similar or identical set bonus somewhere in the game. I don't think Gunfire would lock unique armor behind purchasing the Deluxe edition.
There's no info on what the "survival pack" has in it but it's probably just some consumables. The first game had a similar preorder bonus.
3 days of early access is whatever. The game's not going anywhere.
The main reason you would want to buy the Ultimate edition is that you get all three of the game's future DLC packs which will probably save you about $10.
I would get either Ultimate or Regular.
Get Regular if you're not sure you'll enjoy the game or haven't played Remnant 1.
Get Ultimate if you put a lot of time into Remnant 1. You'll probably buy the DLC anyway (assuming it's similar to what the first game got) so you might as well save yourself some money.
If you change your mind there will probably be edition upgrades for sale after the game releases anyway.
