Need Ingido Seeds

How do I get the Sultan to sell indigo seeds? I have all three buying levels available; I even pay for the dice roll to see different options, but the indigo seed won't appear so far. What am I missing? There is only one map Island with natural indigo, but I don't have it. The indigo seed only appear on the first level at his warehouse, or on any level?

Indigo are a tier 2 seed, it means it can only appear in tier 2 items (citizens), you'll have to keep rolling until you're lucky enough to get them, they will eventually appear
