Promote nomands to envoys and patricians to nobles

I know this is an old game but I just started to play it; and I'm stuck with no envoys and no noblemen. I read all the literature about it and all my patrician and nomads fulfill their necessities by far, I install all the required building and have populations above the 1500 on each. Still don't have envoys (0) none ever, and the same for noblemen, none ever. Can somebody give me a clue what am I missing?

I will really appreciate your help.

about 'Ascension rights tips'. So may be you have to set taxes to lowest or need more population (I had about 10k total on last save) specifically for occidents or you missing materials for upgrades such as glass and mosaics.

Populations need materials to upgrade to the next tier, if the nomand and patrician have all the need fulfilled and the buildings the need near by, they will upgrade when you will have the materials the need available. Envoys need mosaics beside basic materials and noblemen need glass beside wood, tools and stone. Alos as has been said before, the need to be in the green tier of taxes, they only upgrade if they are happy
