I can always only locate 1 in the 'missing person emperor quest'

For a second time the emperor asks me to locate someone.
this time its 4 monks.

my city is big but not that massive.. 4000 nobles.
I locate the first monk easily.. now I spend 10 minutes browsing the entire island and nothing

happened 30 minutes ago also in another attempt where he wanted me to find 3 belly dancers and I only find the 1.

I'm positive by now I would have at least found 2..

is this a bug?

These missions are seriously annoying. The best way I found to do this is to look at the city from above. Angle your camera to pointing directly down, put on slowest speed and just slowly and methodically go through you city.

Sadly there's no easier way and this game LOVES to give these quests when you have a city the size of your entire island.
