Anno 1701 History Edition already exists as part of the full History Collection which includes 1602HE, 1503HE, 1701HE and 1404HE. It also was on giveaway on Ubisoft store at the end of 2020.

Sorry, no idea. Assuming these games are really old and Steam achievements weren't implemented, it seems no point for adding it on Steam. In any case, it would take both launchers installed to play them
