Beggars
I've found it best always to let beggars into the town and give them an almshouse. It's better than risking that they will set up a military camp and bribe you big time to get them to disband it. Every time you're nice to them, of course a noble or a patrician complains. Does this complaint mean any tangible disadvantage to letting beggars in, other than the gold you don't get from them when you keep beggars out?

so it's okay to accept if you have enough space for almshouses within the residential area or, if you have enough military, decline them. In any case there're achievements for accepting, declining and destroying bandit camps

No it doesn't affect the mood of the population or anything like it it's purely cosmetic. You should always let beggars in if you can because they give you ascension rights to have more pop.
