Just to make sure I understand correctly - the map does not include the islands from the Venice add on, is that correct?
I've tried looking into this for you and it appears to be intended behaviour, you will only have the islands from the original game. However, I will forward your feedback to our Anno team to see if this can be added in the future.

We do not have a particular feedback forum for History Edition unlike our Anno 1800 feedback forum, but you are welcome to contribute to our Anno History Edition forum if you can think of any other additions you would like to see to the series -

For your d3dx9_40.dll issue, it sounds like DirectX isn't working as it should. Please try updating DirectX to the latest version - you'll find a guide from Microsoft on how to do that here[support.microsoft.com].
If that doesn't work, please also try a system file scan. Microsoft has another guide on how to perform that here[support.microsoft.com].
If neither of those work, please also try verifying your game files - guide is here.
If that doesn't work either, come back to me and I'll see what else we can suggest.
Is there any reason why only part of the game's content then can be used in the map editor? Would it be possible to get that added - i mean the custom maps is were the longevity is for some of us...
