Report a translation problem
All i have left on the Event List & Quest Log are for the Harbour to be built.
I built one and the game recognised i had, because Guy Forcas mentioned "needing to see it up close" or something. But the quest icon remains. I even built a second harbour. But no.
It must be i missed that notification regarding "Upgrading the Warehouse".
I replayed the mission from scratch, caught the notification to upgrade the warehouse, (can't recall if there was an Event List Update - there is no notification in the completed quest section just for that action), but in any case, this worked and allowed me to progress.
I loaded my previous save where i thought it was borken, upgraded the Warehouse and it worked here too. That is indeed the thing i needed to do.

One thing that i find jarring with this game, the variation in information it gives to you. The Dialogue Windows say one thing. The Dialogue sound says something else. The quest log may refer to just "The Harbour" when i need to be told "The Harbour Masters Office", and well yeah.
Even you can see from that picture i posted. There is and was nothing to suggest that was what i needed to do. Even if i went over to the NPC islands, clicked their Ports for their little dialogue segments.
