The wiki has an article on this subject and proposes two further tactics (Which I have yet to try).
(1) If you seek e.g. four people and have found three, take them aboard a ship and temporarily dump them as flotsam. This will put three new people of the same type (total of four again) in your city, of whom you must find only one. Find him or her, then retrieve the three you have already found from the sea with your ship. Done.
(2) As a last resort, you can save the game and delete all houses in the city. This will make the wanted people easier to spot. Note their location and re-load your game. The people should still be located near where you found them.
I feel your pain. I spent about an hour (rl) searching for "The Quack" for the Grand Vizier, and I still couldn't find him. I gave up in the end. I'll have to find a different way to get in his good graces, in order to finally be able to grow spices....
