Quests to find people in city
These are frustrating and tedious quests for me.

The wanted people have blue outlines around them.

In video options, I've turned off the shadows.

With the game slowed down all the way, I concentrate my search on the area marked with a flashing blue dot on the mini-map, but it is so microscopic that this doesn't help much. I'm also not sure whether the persons are always actually located in the pinpointed part of the city or could be found anywhere.

I am not always successful. Twenty minutes of game time might be an hour of real time wasted, and I could swear that the wanted person is not walking the streets anywhere. This is particularly disappointing when such a quest comes in the middle of an extensive series of quests, and a failure prevents any further quests in the series. Very annoying!

Does anyone have any tips for this type of quest?

While do zooming by mouse wheel try to place the mini-map marker in the middle of viewed area and when maxed-in rotate view with X and Y keys for searches. Also as soon as you got the quest make a save. It goes same for the enemy henchman causing troubles

After a certain amount of time, I tend to just ignore those quests, purely because I don't want to be spending 15mins zoomed in looking through my city for three nuns....

Another thing I've done: there is an option to turn building shadows off, and I've done that. It makes who is in the streets easier to see.

The wiki has an article on this subject and proposes two further tactics (Which I have yet to try).

(1) If you seek e.g. four people and have found three, take them aboard a ship and temporarily dump them as flotsam. This will put three new people of the same type (total of four again) in your city, of whom you must find only one. Find him or her, then retrieve the three you have already found from the sea with your ship. Done.

(2) As a last resort, you can save the game and delete all houses in the city. This will make the wanted people easier to spot. Note their location and re-load your game. The people should still be located near where you found them.

I feel your pain. I spent about an hour (rl) searching for "The Quack" for the Grand Vizier, and I still couldn't find him. I gave up in the end. I'll have to find a different way to get in his good graces, in order to finally be able to grow spices....

the unofficial patch has an optional modded variant changes the quests to only have 1 wanted character.
just wait till AI starts sending spies too your city, they have a short timer, no blue outline and the rewards for finding them is not having your city burned down :P
