why i cant activate rtx in the games settings, i have rtx 3050?

From what i understand about steam, you need to put a command on the steam app for launching games on DX12 because they are base DX11.
Dont ask me how, i dunno.

Problem is, the pop up that asks you that is not big enough to display the whole option, so all you see is “launch house of ashes?” Twice.
