No refuel need (for the moment... there're alarms in txt files so...)
For command points, only by sunken ships, you gain half the purchase value
If you want more at the start of campaign, you must modify "commandPoints" in the setup.txt file of the right campaign (001 for US, 002 for Japan)
notepad windows for example, just double click on it, very simple
You can add while in compaign by editing the save, with text editor too, at c/users/.../appdata/locallow/killerfishgames/waronthesea/save/campaign
as you sink IJN fleet, you gain slowly power and CP and you can have more and more operational combat fleet
AI is only limited by (S) or (C) ships, as here in the pictures, no more Takao for IJN

i'm week 3 in my US campaign, all balanced difficulty. I sank 4 takao, 2 furutaka, 2 mogami on 4, 1 Yamato, 1 Kongo, more than 10 DD and more than 10 Ca like Kuma or Nagara class, add 10 transports and 5 Oilers
I lost 3 Fletchers and 2 gato so far,
how can you explain this ? if you add all the IJN CP spent so far, it is far more than 400 and on my map, i still have 1 BB attacking Fort Moresby
They have now disappeared too. With lots of my aircraft unable to find them.

They just landed basically everywhere. I enjoy the game. But its currently impossible.
The AI has no cost some fleets at the start of the campaign, take a look the sea_mission.txt file
