As the war went on armour got better or worse depending on how much resources the country had to use.
Thickness might of gone up but the quality got worse so less effective.
Bit like the M1A1 tank thicker armour than the challenger 2 but far less quality so less effective.
WWII Sherman US 1 had the same armour as the British firefly version but the firefly had better quality armour.
Weapons penetration seems be represented by caliber.
I only just started looking at modding the files and creating my mod dictionary so not 100% sure yet.
Quality could be represented by effective thickness in mm as opposed to actual thickness with a different value to represent quality of the armour I guess.

x = belt thickness in mm
y = armor bonus due to slope of belt
z = deck thickness in mm
w = armor bonus due to slope of deck
So north carolina has an effective belt armor thickness of 389mm.
Armor (steel) quality is not modeled, although thickness values do take into account STS plating behind main armor where applicable.

how do you work out the Real Life armour into the games armour Eg Kongo deck armour is 25mm (1inch)

Take notes when he mentions about the armor quality for each nation in a specific era.
So as an example, lets say the americans used krupp 5 quality and the japanese is Krupp 4. Now go to each jpn ship and change the value in armor in the data.txt to simulate what would be Krupp 4 in comparison with Krupp 5 ( i am using UAD terms here )
So as example to make it easier to understand. Let's say the one japanese ship section have 100mm. If drachinifel says it would be something around 90% quality in comparison with best made in that era ( if i remember it was the germans and the british who had the best quality armor at the time ) then replace the 100m for 90mm.
Now repeat this step for each cell with armor and for each jpn ship.
If you are not willing to edit the ship cells data to reflect the quality armor then is irrelevant to have that information in game since it would only bring confusion to the players.
