I needed to go to the legacy Control Panel that you can still access in Windows 10.
Then navigated to:
Control Panel \ User Accounts \ Credential Manager \ Windows Credentials
There were around 85 tokens that said:
"Xbl|20.....Dtoken|http://auth.xboxlive..."
I deleted all the saved tokens (unconcerned about if something went wrong because I have automatic full system backups--be very careful here if you don't know what these are for) and then logged into the Microsoft Store, Xbox Metro App, and then finally reopened Star Wars Republic and FUEL.
Once I typed in my email it automatically populated a password that is under 12 characters (from the Windows Credentials vault) and then I logged in with that.
This time I had a popup at the bottom that said I'd logged out. Progress!
It still failed to login but what I did was keep trying, without changing the password that was already populated once I put in my Windows Live email.
After about 3 or 4 more tries it finally downloaded my profile and logged me in fully!
