I have yet to try Mad Max (ask me again in a week); it's fairly new but has been on sale variously already (50% off on Indiegala atm). If you buy on Steam, make sure you don't accidentally buy a movie instead.
The Crew is pretty awesome as well; huge map, but needs Uplay (which seems to work better than GFWL, but still...). Then there's Test Drive Unlimited 2 (are the servers still up?), NFS:World has been shut down, but I liked Need for Speed:Undercover; it's open world, but you can't go offroad. Burnout Paradise is similar, though it feels more open than NFS, actually. GTA, maybe? Battlefield 4? I think on Rage and Damnation driving takes even more of a back seat, but I haven't played much beyond the intro on these.
If you want to go even more back in time and get postapocalyptic again, definitely try Hard Truck Apocalypse (also called Ex Machina) and its sequel, Rise of Clans. Open-World, offroad, trading on trucks equipped with guns and an optional story which works pretty well and has plenty of athmosphere. I think you might need to delete some cutscene videos on that to get it to run, but it's cheap and absolutely worth it.

P.P.S.: Early Access: BeamNG drive is supposed to be Open World; DiRT Rally is not (as far as I know), but it looks awesome.
Insane 2 brings up a good topic, open world within the level is good too.
