found this review : To play with a controller first hook one that is compatible up to your pc. Then go to the game in your library and right click on the game title. Go to properties and then go down to controller. Click on -Enable Steam Input-. You can now start the game with a controller and play

Rubbish my 360 controller won't work with just this game, every other game works fine

Yeah. Steam auto detects Xbox 360 gamepad and it shows as default in any games properties. You don't need to set it manually.
Works in all games except for Cobra Kai.

Forgot to mention that it isn't compatible with Stadia gamepad either.

I had this issue too. Steam gives you an option to override game controller settings. Do so and set the controller you want. Restart the game. That should solve the problem.

I know most of you have probably already tried unplugging ALL other USB devices but for those who haven't then give that a try. I had this issue, I could use keyboard but not the controllers.

I unplugged all USB devices apart from mouse and keyboard and then started the computer. Plugged in xbox one controller, loaded the game and worked just fine.
I then closed the game and connected all my other USB devices like printer, G29 and X56 controllers, loaded the game again and the game stopped responding to any controller other than the keyboard. Simply unplugged ALL USB devices again, rebooted the PC, connect the XBOX controller and game recognised it again.

Realising this is a USB problem I just kept playing about with USB devices and drivers.
My solution was to connect all my devices to USB3 ports and only the mouse, keyboard game pads to the USB 2 ports. Now I can use any controller with the game (xbox, ps4, etc.)

Not sure if this will help anyone but just thought I'd share my solution.

Found a fix that worked for me after ages, I had a remote control hooked up using wireless bluetooth and once I removed that all working now. So maybe try removing external USB things and see if it makes a difference.
