As for meta dynamics I feel like shop items available, number of dragons/heralds + rewards, turret health, round start and end make the meta dynamic enough. If you add a patch system to the game the chances of getting an even more unbalanced or not fun to play season increases.
And frankly buffs and nerfs usually just divert players from seeing what heroes can be good in certain metas by distracting them with small number increases or decreases. I imagine it is very difficult for the developers to balance around or to have the AI be smart enough to take advantage of the patch system.
Also Imo there are many other systems that need way more attention and improvement on that probably will net a much higher enjoyment ceiling for the players if the developers pull it off.
