With that being said, I do like your suggestion. But I would also want the starting hero pool to be randomized, with the rest of them getting added randomly over the next months
Side note keeping rules the same for the season might sound more reasonable, but is a little bit boring. Specially since rule change voting still occurs every month regardless of whether you can change it or not.
Just replace each current hero/hero release with a random hero from that role - that way the hero/lane balance is normal, but the players get to make interesting and new picks and combinations as they play; instead of always running into the same things in the same orders.
edit: In the vein of randomness, having the option to replace the standard teams with randomized teams (like if you hit the random button when first creating your team, random picture+name) would also be cool; since it'd help keep things fresh and interesting, instead of always facing the same teams.
