He is nowhere mentioned as Ena's brother on any Wiki. They also never behaved like relatives. Guess he is just a Senpai to her.

Speaking of brothers, never played the first game, only watched the anime. I was surprised Avinia has no brother in the games. At least Gale was never mentioned.
