i have different problem but also related to that. i can't install this stuff. it shows me my device isn't prepared or something like that

Some people said just restarting steam did the trick so try that, I guess.

Try killing your anti virus/malware. Mine was blocking game.exe.

Or whitelist it if you have the option to do so.

Same here. If you let the game just sit on the black screen for a minute or so, it gets into the game. Don't see a way to skip the intro movie we're not seeing though.

It doesn't you can run it off of 1909 version of windows 10 with no issues

It's the windows media player codec it's necessary to download for windows 10N users as that distribution doesn't have it preinstalled.

Same problem, installed k-lite codec, have WMP, and can't download codec from Microsoft, because "Your computer doesnt meet the requirements"

well, i started to play the game without it (just K-Lite Codec Pack Installed) and so far, it works no problem

Ran into this with RE Village too. So I already had it installed. But I don't understand why Capcom can't have a codec that installs with the game like all other game companies. Instead after installing the game you have to track down a codec pack and install it. But what can we expect from a company that has trouble counting.
