How can you actually get it?

Don't have the game ( I wish I will play it one day) but saw the gameplay on youtube

There are several chest hidden around the hub that require new traversal abilities you unlock further through the game.
I believe this one requires the Second Jump ability.

No, it also needs something else to push there and stand on it.

I've collected this chest using time travel. You can double jump, land on the ground, use ult, travel back with extra jump and jump for another time.

no you don't it's easier yes but it's not necessary you can access it after you get double jump by double jumping then when your recall comes to the top chronobreaking and getting another double jump to get to the top

You go up to the path on the top of the Hub where tons of creeps are lining up and there is a chest at the end. Go to that and blast the object down. Go down and blast the object to the left. Then you can jump upto the chest.
