With all previous stages dead, Ginyu doesn't feel weaker than any other Raider imo, save for his lower HP pool. He feels just as strong as any other LVL4. With all the Ginyu Force members alive, he's basically unstoppable. The biggest difference is when Jeice/Burter live and turn his Super attack into a literal nuke that'll instantly kill anyone who's unlucky enough to be targeted by it. Getting rid of them gimps Ginyu's nuke potential and allows Survivors to actually hold him off for a reasonable amount of time even at LVL1/2 if they play well or bring skills like Afterimage and Wall of Defense/Energy Field.
Guldo = More HP as Ginyu
Recoome = More damage as Ginyu
Jeice&Burter = More movement speed as Ginyu
Those 3 are Ginyu Force's Stage 4's passive skills.
There's also the additional fact of Guldo's "Solo Mission" in which he becomes a perma scout on the map. Recoome will join in Melee attacks, increasing its damage further during Stages 3 and 4, and Jeice&Burter will do their own Special moves during Ginyu's Milky Cannon Special.
It only takes 2-3 players at level 1 to kill guldo, He is INSANELY weak. by that point, the rest of the players are saving up for level 2. Recoome levels 2-3 times slower than guldo does, and you have the time to save up for higher levels to take him down. Same with Jeice and burter.
