I don't see 16 being a raider and killing civilians. I also think 18 will likely have a similar effect as Zamasu but maybe no big beacon, "killing" her might work in 2 ways. Either you do kill her or defeating her just delays her appearing, but that would be an unfair balance
I feel 19 will also be similar, can be killed but it's not game-over you get android 20 in a more panicked state

I would also have it so the dragonballs are disabled for this as Janemba was fought in a unique realm

and well lastly Piccolo, which I think is a great addition to this game, the nice surprising references in this game are always a treasure and I hope a season with him added can add more trivial and cool stuff
Somehow I feel Launch is being saved for a season with him in it
Oh and I really hope we get Ring tournament announce too, this guy deserves to be playable!
First there's Z...
The Androids were (and still are) widely anticipated, so having them be the season 6 raider is a safe bet. I'd say for this one we can expect the line up to be 19>20>17>18 with the latter two being interchangeable just because we don't know much yet.
You could make an argument for Babidi, but he's not in the series for long and he doesn't do much.
Garlic Jr. is Technically canon, even though his time in Z is very short and weas mostly included to tie in to his own movie. Though how he'll work is anyone's guess. This will also round out all the Z villains (except Raditz because Games like to forget he exists unfortunately)
Then there's Super's line up.
We can rule out Golden/Black Frieza because Frieza is already a raider, having him twice would just seem Odd. Maybe an update could let him go to level 5 in some kind of branching path? but that would be a bit unfair, even though Survivors are kinda broken themselves.
Beerus would be an interesting one, as he is the first big bad in Super... Now I know Beerus is more of a force of nature, but so is Broly. So it is possible we will see the purple kitty get is due as raider some day if there's enough demand for him. I doubt it would make sense to add Wiess to his arsenal (as Angels are mostly impartial to conflict) but maybe they could have in in the battle for the survivor to talk to? but that's abut all they should be able to do, as there's no way he's oppose Beerus.
Cell Max is also a possibility, Though like with Garlic, and Beerus it may be a bit odd to try and get tor work. Though maybe the new android (for got their names) can be used for previous stages? with Cell Max acting a bit like Oozaru Vegeta.
Then there's Granola, Canon to the Super Manga. He's neat idea but unless the Super Anime picks back up I'm not too sure if he'll be a hit.
Champa Also has some merit but I'm afraid he's Eclipsed by his Brother Berrus.
There is also of course Moro, the planet eater, also from the maga... make that of it what you will.
Lastly there's The Original Dragon Ball...
There's two we can guess from here. the first is strangely the Red Ribbon Army. But having a line up of flightless raider's doesn't seem all that great, unless the devs go full zany like the OG source material and bring more silliness to the game.
And least but not least, Demon King Piccolo. a Highly requested one that could see the light of day some time soon. However, The Anniversary of the Original Dragon ball is just 2 years away.. if there's ANY perfect time to bring him into the game (assuming it lasts that long) that would be the golden opportunity.
I'm not sure what to expect though honestly. we got a good 100 days until Season 5 ends, and even then there's no telling when season 6 will start up.
nobody can fly and its a scramble for the dragon balls
pilaf would start at level 1 and jump straight to 4 when wishing to rule the world
mai and shu would also be around roaming different areas unless told to group up via skill and you can swap between the three with another skill
the survivors cant dragon change, instead they will all have health bars like the ultimate change, but the three also cant actually kill anyone so if you get caught you get knocked out temporarily (and no barriers, that would be busted)
Most skills will either be weaker / have longer cooldowns or even do something entirely different due to no dragon change (like dragon clan healing increasing the hp healed to the person)
Barrier devices would be replaced with healing capsules, as barriers would make survivors too strong against pilaf due to also having health bars
Pilaf would start with a level 1 dragon radar, but Mai and Shu would have to find their own if you want to search for dragon balls as them
Pilaf would also be in a mech suit, making him someone to try and avoid outright if you can, Shu would be much faster than the others, making him good at chasing but being easy to knockback, and Mai would have a gun.
The three would each have separate health bars, and also be less resistant to different things like pilaf taking more damage from rockets but able to completely shrug off most other things and mai / shu having a weaker knockback gauge and less health but able to use items like survivors can
Their active skills would also be separate from each other, like shu being able to use smokescreen to stun nearby survivors and remove lock-on from himself to get away after nabbing the dragon balls
Mai and Shu would drop any dragonballs they're carrying when knockbacked, but Pilaf would need to sustain a fair amount of damage for him to drop his due to a higher knockback gauge and unique resistances, which makes the scramble at the dragon alter a fair bit more difficult for survs
Pilaf and Shu would only have non-SA melee attacks, while Mai only has ranged
The three would also have super attacks, but they would be mostly underwhelming compared to other raiders and would mostly serve to assist their roles (pilaf has a missle barrage with a long cooldown but good aoe, shu has a rushdown that could even be used midair to close distance, mai can shoot people from a semi-long distance away to threaten anyone trying to play too close or not respecting the raider's presence enough)
those are currently all my thoughts on the matter and by no way would this be considered the only way it might be able to work
its honestly more likely that pilaf would be the final survivor skin if we dont get any og dragonball rep

So long as they are canon, they have a chance. possibly, that's currently the only consistent pattern
The fact that GT Pan and Coolers squad emotes are in the game means that non canon characters can be in the game.
I don't see any pattern.
Androids Raider; Personally, the Raider choice i'd probably expect from the devs is to go with Androids. If they go with non-canon options, that makes Androids 13, 14 and 15 possible to add in with 16, 17, 18, 19 and Gero/Android 20. I can't see them making an Android Raider work in any possible manner unless 17 and 18 get their own evolution.
Downside to an Androids Raider: The main problem imo is that it's entirely not possible to get this going. It's not like 16 to start murdering anything that doesn't have Goku in the name, transpheres not withstanding. Broly (Super) at least has the excuse that since he's gone berserk, he will kill innocent civilians. 16 doesn't. Now, it IS possible 16 can still be a hostile Raider in some capacity, but it can't be with the Androids we know, especially present Androids. I'll get to that later.

Majin resurrection group: I can POSSIBLY see them doing something with Babidi's group, like Babidi, Pui Pui, Yakon and Dabura for a Level 4.
Downside to a Majin resurrection group: It's only possible if they really think its worth a raider slot. From a popularity standpoint, they simply do not. I don't think they are and as popular as Dabura is, his only chance of being implemented is if they did that.

Baby (GT) Raider: Now THIS is someone everyone here should be hopeful for. Baby has multiple evolutions leading up to another potential Great Ape form, something people praise (and despise) Vegeta for. If Baby is added, this not only opens the floodgates for more GT content, but also NON-CANON content in general for DB The Breakers.
Downside to Baby (GT) Raider: The obvious downside is that he's GT. Hence he's non-canon, hence a very big sad day for all players. If the devs choose not to add Baby then that sets a benchmark that GT villains has no place, meaning no Shadow Dragons either. It'd however be fairly hypocritical to add Pan (GT) and all the Super Saiyan 4 transpheres without adding ANY of the villains that ran counter to them. If FighterZ thought Baby was worth having, why not Breakers. He's perfect for this style of game.

Demon King Piccolo Raider: Now THIS is someone we can probably expect in the future at some point. Original Dragon Ball content is already in the game, especially for Survivor skins. King Piccolo has all his little goblin underlings and there's a small chance for the Pilaf gang to make their debut. Can't see that trio being a Raider themselves, but Demon King Piccolo has 2 forms for a level 3 and 4, older and younger self, the first 2 possibly Tambourine and another one of those creatures (can't remember them all but you get the point)
Downside to a Demon King Piccolo Raider: This isn't a massive downside other than the fact it's original Dragon Ball content and it just comes down to the potential for the fanbase to moan that they didn't get someone from GT or Super. Granted, I'd prefer someone from GT first before DKP, but that's a matter of personal opinion. He'd still be a great addition to the list of Raiders.

Android 21 Raider: Now THIS is definitely more of a personal choice from me rather than the community as a whole. She has multiple evolutions (Lab coat, good/innocent 21, Base evil 21 and Cell absorbed 21), her Human version is already in canon thanks to 'Dragon Ball: Super Hero', and if Android 18 doesn't get added in first, 21 would be the very first female Raider. If 18 does before her, then she's the first solely female Raider.
To add on, she has a multitude of attacks to take from FighterZ/XV2 and what is shown in Dokkan/Legends (I think she's in them not sure). Her popularity within the fandom is very high, for better or for worst in regards to HOW that popularity is spread. She can easily fit into Breakers if designed well. I'd also come back to 16 here, since he was very much present through her run in FighterZ and was a bit more antagonist than his previous iteration, if just to protect 21, so Android 16 here could actually be a decent level 1 or 2, depending on where Lab coat 21 would go.
Downside to an Android 21 Raider: Oh there's so many unfortunately. For one, 21's Android self has still not seen appearance in canon, just her Human form. Without Baby, Omega Shenron or another non-canon Raider (let's say Cooler and his armoured squadron for example) to break past the non-canon Raider barrier, she won't ever be realised in Breakers. A non-canon Raider imo is vital before her introduction.

Cooler Raider: Possibly going to get the most requests now that Broly and Black/Zamasu are in the game now. And for good reason, his design, especially his latter form, is absolutely fantastic. And he can fit the bill here despite only have 2 forms + Metal Cooler should they add that into his Raider format. His armoured Squadron can fit in the first or second level, his 3 and 4th being Cooler himself of course. He has a number of attacks to differ from Frieza as well, can act as a more rush/chase focused Raider rather than just Ki blast supers ala Black/Zamasu and Frieza. He'd be a great addition.
Downside to Cooler Raider: Once again it's that pesky non-canon issue. If GT Raiders are swept under the rug which would be utterly criminal, Cooler is the next best option. If the devs do not implement Cooler or another non-canon character just as popular, it'd be a deeply regrettable hole we'll find ourselves in

This is the list of characters I'd fully expect to get Raider status. Honorable mentions go to:
Beerus: COULD have some potential, but the downside is Whis probably can't be a level due to the fact he's not once seen committing something malevolent as killing a civillian. So he'd be more of a support character like Zarbon/Dodoria + A.I Zamasu + Yamu (not in killing animations though)
Towa/Mira/Masked Saiyan Bardock/Demigra??: Breakers is tied to Xenoverse after all, it makes sense.
Janemba: To continue the rule of cool, even if he only has 2 evolutions to work with sadly. I don't know how you'd make him work but he'd be a cool addition regardless.
Dr Wheelo: Surprisingly not as far fetched as it'd seem with the little not-Saibamen guys, the weird freaks that stalled Goku early in 'World's strongest', Dr Kochin and of course Wheelo who would be an excellent Giant character that isn't just another Great Ape.
Pride Troopers (Dyspo, Toppo and Jiren + Jiren full power): This to me seems the least likely option, but given enough popularity who knows. They'd be great for Transpheres. But would have to completely change the nature of the gameplay like for example; 'Save Civillians' instead of downright murdering. And executing survivors would have to be changed to 'throwing justice breaking asshats back to then hub world' kind of execution, I don't know lmfao.
Hirudegarn: Another giant potentially, and a giant throughout that can taken damage across the board instead of just to the tail. Downside to this is obvious: HOW CAN YOU BALANCE THIS?! Also non-canon, that's a major issue.
Cell Max: Highly requested, yet questionable to add into the context of Breakers. Can probably go with the same Pride troopers concept of saving civilians, especially since Gammas 1 and 2 would have to be in the evolutions somewhere. But if they don't do that, I can't see Cell Max working.
Pilaf Gang WITHOUT DKP: Sure. If you like memes. And being destroyed by transpheres much more powerful than any of those bots they got lmfao
Probably too long of a post, I don't expect anyone to read the full thing, but I hope that gives people some ideas of what we can hope for and expect. Lots of copium was inhaled in the making of this post.
EDIT: AND I FORGOT MORO AND GRANOLAH, those are also highly potential...if it weren't for the fact they were still Manga only characters. We might seem them, never know!
