I prioritize Super Elite and now I'm working on Power Ball's cooldown. Getting him into Great Ape form as quickly as possible is my goal.
Scouter: unlike Frieza, you have a search skill that isn’t for one level only. And unlike Ki detection it’s range isn’t busted as all hell. Use it to pick off any civilians the survivors left behind, the less energy they have means the less trouble you’ll have later. You can also use it to find survivors if you are bad at hide and seek, but at least it’s there if you don’t have Saibaman or Nappa to assist you. But don’t put any into any of the summon skills, they are already on a shorter cool down than your scouter so you don’t need to decrease it.
Explosive Wave: Vegeta is squishy, like REALLY squishy. And because of that it can be super annoying when you get ganged up on. So making sure your evasion skill is more readily available may seem like a good idea. This won’t have any affect on Nappa's evasive skill though, so keep that in mind. And no I don’t recommend you put any points into Nappa’s evasive as you can still become Vegeta without him.
Power of a Super Elite: Your goal should be to become an Oozaru by any means possible. If you kept Nappa alive then that’s already 200 seconds shaved off, but what if I told you you could speed it up even more? With this passive skill you’ll reduce the cooldown for the power ball just by damaging survivors, so be sure to max this skill while you can. But don’t bother putting any levels into the power ball skill itself, as it’s too small of a reduction to the cool down to mean anything.
You better make this fun for me: Just like the previous skill, this one involves how much you beat up the survivors, however this time it helps to ensure Nappa stays alive for that sweet sweet 200 second reduction for the power ball by giving you more evolution energy in the Nappa stage. Since you’ll be hunting down survivors anyway, you might as well speed up the process and make it easier for yourself. But don’t waste points on “The soil here looks perfect for growin’ some Saibamen”, although a 2% energy boost per point may seem like a good deal, there’s no guarantee you’ll stage up as Saibaman, so if you can summon him you’ll get no bonuses.
You can put your remaining 19 points wherever else you want, but I would recommend…
Shared Intel: as brief as the Saibaman phase is, your information on the battlefield is very limited. Your only detection skill are buried Saibamen, and even they have a limited range. You can fix that with this skill, that way when you choose to regrow somewhere else you can get the drop on the survivor by detecting them sooner than normal due to the larger search radius.
