Really just do what complements your playstyle, if you're confident you'll live through Nappa then buff his assist, if you're not then buff Vegeta
If I had a priority upgrade list for vegeta it would be:
1. Scouter
2. Ki blast evasive (Carries through Nappa and Vegeta)
3. "Shared Intel" (This is the Saibaman detection range)
4. Nappa Evolution Energy (But this relies on you killing as a saibaman, which is why it's down on the list)
Then vegeta's cooldown on monkey every hit, which is great, because the monkey form is an emergency button for smashing the time machine or if you're completely losing.
Then scouters or anything else, possibly Nappa's starting evolution energy (although if you get the other one it's probably overkill). Don't get shared intel because you don't need it as a saibaman; player spawns are predictable and they're super audible, and if you're struggling to kill an initial player then just absorb 4 civs really fast. You should be out of this stage in 2 minutes so investing in this is bad.
