2 If SBC so powerful than everyone would just use that but that's hardly the case as you, me and the devs can see as well, how many % of players exactly use Piccolo in fights, so stop crying about nothing. Some players jut always be better than you in open fights for example. AND sooner you accept this fact, better, so you can find a new way, better strategy against them for next time.;) Have fun! :)

Not that hard to deal with, Cell could just instant transmission out of the melee lock and immediately use a super knocking the other guy out his Dragon Charge, Freiza also has a crowd control AoE that has iFrames so SBC passes right through, Buu has the same and even has an ability that locks a player in place giving you a free Super.
SBC does close to 15% of the raider's HP in one hit, with almost no startup or animation lock. Broadly speaking level 3 and level 4 survivors need a very slight damage nerf, with more attention given specifically to SBC.
On paper a level 3 Piccolo can use SBC 3 or 4 times, and if he lands all of them (not hard in a 2v1 or 3v1 scenario) he can deal 40%+ of the raider's HP in damage. One survivor landing supers shouldn't be able to half-kill the raider like that.
Go into practice mode and try it out yourself.
Sure, Destructo's homing is nice, but that's a crutch for bad players. Good players will land their supers without needing to rely on homing.
and considering there's probably a minimum of two other people flying around annoying the raider at the same time (if you're shooting supers at the raider without it being endgame you're wasting time/going for dailies) that's not that hard
