Not all scenes let you take a photo.
Where it is necessary for the story, a camera icon will appear in one of the corners.

the guide says 1am to take the photo at barbaras is this correct i have the upgraded drone and nothing shows and says cant use here

If you're at the point in the story where you are trying to get blackmail photos at either Barbara's Pool (to send Anna home) or the Director's Bedroom (to get the red folder), you need to send the upgraded drone out every hour between 23:00 and 03:00 to one of those locations. The action in the pool or bedroom is random, so it might take a few nights to find what you are looking for. Once you find it, you'll get the camera icon and can take photos.
