Also, my dog does more than blow wind down a hallway, and I don't think we call him sentient.
anyways; sentience is the ability to experience feelings and sensations and is not a measure of intelligence. considering that Gotta Sweep responds to people physically walking into him, assuming he's not a robot, that would make him sentient
_ additionally, the fact GS has a "greatest life achievement" (src[baldis-basics-in-education-and-learning.fandom.com]) could be used to imply that he's capable of feeling emotions like pride/accomplishment, something that comes with consciousness
it's much less clear where Cloudy is in terms of intelligence, but they do at least seem to respond to stimuli (fleeing if their wind gets interrupted and avoiding obstacles) so they are likely sentient as well
Also, your set term of “assuming he’s not a robot” is debatable in this case. We know robots exist in the BB universe (1st Prize is a prime example of this). For all we know, he could be one.
I only mentioned "assuming he's not a robot" because you brought up the implications of mechanisms controlling how he moved and responded to things. so assuming those mechanisms aren't in place and he himself is experiencing and responding to those stimuli, he is by definition sentient
I've got pretty lame evidence to disprove this. In his detention poster, it's confirmed that Gotta Sweep is a broom. Also, if Here School couldn't find a janitor immediately before school starts, I doubt that the school is able to build a robot in such a short time-span. Then again, Baldi is an inventor...
