that aside, I do think this idea has some interesting aspects. a cafeteria worker makes a lot of sense for a school, and there isn't a lot of characters that interact with NPC unprompted. most interactions involve the player's presence somehow, and those that don't are very passive about it (i.e Cloudy Copter/Gotta Sweep pushing NPCs, or It's a Bully blocking hallways and sightlines)
however, I worry that the food effects applying to NPCs will be a bit too strong, since changing their speed, teleporting, or having an area of effect mechanic without warning can cause unfair situations that the player couldn't prepare for or counter; NPCs just being stopped for a short time (without any effects) would probably do just fine. one could also argue that some of the foods the player could get would also be a bit strong and make the game rely a lot more on RNG, but the main food that I think doesn't fit is the explosive chili since knocking out all nearby characters is pretty overpowered for a game like this
