Steam allows you to download older versions of games ("depots") through Steam console.
What steam://nav/console does is simply makes the Steam app open the Steam console. Alternatively, you can just open the Steam app and switch to the "CONSOLE" tab near the top.
At the Steam console, there are many commands you can execute. "download_depot" is one of them. It will require you to specify an App ID (Baldi's Basics Plus's app ID is 1275890), a Depot ID (Windows's is 1275891, Linux's is 1275892, and macOS's is 1275893), and a Manifest ID (this is what the actual version is - 0.7's is 777806547567658135). Keep in mind this is NOT a way to pirate games - Steam requires you to own the license to agames before you can download a depot of it.
Like they said, paste download_depot 1275890 1275891 777806547567658135 into the console and hit enter. It should say it is downloading something. Sit tight and wait until it says something like "Depot download complete : "C:\Program Files (x86)\Steam\steamapps\content\app_1275890\depot_1275891""
What's in bold should be where your downloaded depot is located. Simply copy that text, go to your File Explorer, and paste it into the bar at the top.
It should bring you to a folder deep within Steam's program files. Create a new folder, move the files into said folder, rename the folder to something like 0.7 (optional), and preferably move the folder to your Downloads folder.
Congratulations! You have successfully installed 0.7.
