Beans is a double-edged sword, being able to slow the player down but can also help them greatly by slowing other characters down. Chalkles, while a threat, is also rather easy to avoid. Cloudy Copter can push the player, giving a speed boost if they happen to walk with the wind- Cloudy can also push other characters away.. similar with Gotta Sweep. and then Arts and Crafters, he doesn't even do anything for most the round; when he does become active, he tends to teleport the player far from Baldi and possibly even closer to an elevator. because these characters aren't too big a threat (and for the most part can even help the player aside from Chalkles) they're more common
It's a Bully both doesn't show up too often during a run (spawning in a single place and waiting there for a little while, before being somewhere else instead), he blocks the hallway unless you give him an item, and his only benefit is that he's too large for NPCs to see past. (well, I tried testing to see if that was a thing and it seemed to be a true) thus, he's less likely to be seen
Mrs. Pomp and Playtime don't really give any benefits to the player (aside from Mrs. Pomp giving YTPs if you attend her class [edit: as well as only affecting the player once per life if you attend class]) and could potentially make it harder to escape Baldi, so they don't spawn often
finally, The Test has precisely one benefit and it's freezing other NPCs in place when you stare at him while active, and his negative aspect (2 minutes of blindness) is far more detrimental than other characters, so he's also really rare

I will say one thing: her only bothering the player once per life (well, twice if you're late to her class I suppose) is likely counted as a benefit and I apologise for not originally mentioning it in my post
